On 17 February 2021, the European Commission decided to initiate an anti-dumping investigation on graphite electrodes from China.

Anti-dumping is a measure taken against the dumping of foreign goods in the domestic market. Generally, general import taxes are levied on goods, and then additional taxes are levied.
Notice of initiation of an anti-dumping proceeding concerning imports of certain graphite electrode systems originating in the People’s Republic of China
The European Commission (‘the Commission’) has received a complaint pursuant to Article 5 of Regulation (EU) 2016/1036 of the European Parliament and of the Council of 8 June 2016 on protection against dumped imports from countries not members of the European Union (1) (‘the basic Regulation’), alleging that imports of certain graphite electrode systems originating in the People’s Republic of China, are being dumped and are thereby causing injury (2) to the Union industry.
The complaint was lodged on 4 January 2021 by Graphite Cova GmbH, Showa Denko Carbon Holding GmbH and Tokai ErftCarbon GmbH (‘the complainants’). The complaint was made by the Union industry of certain graphite electrode systems in the sense of Article 5(4) of the basic Regulation.

The dumping investigation period is from January 1, 2020 to December 31, 2020. The damage investigation period is from January 1, 2017 to December 31, 2020.
